Cannabis & Cannabinoid Distribution in Europe

Distribution is where most European cannabis plans quietly fail. The product is fine, the market is real, and there is no channel willing and able to carry it at a price that works.

Choose the channel before the country

Channel access is more binding than demand. Pharmacy, specialist retail, drugstore chains, cosmetics distribution, e-commerce and B2B ingredient supply each have their own gatekeepers, documentation requirements and margin expectations.

Wholesale and B2B supply

Selling into manufacturers, white-label customers and existing licence holders is the fastest realistic route for many entrants. Volumes are lumpier, margins are thinner, and the relationship is built on documentation and reliability.

Cannabis export to Europe: import, export and cross-border movement

Whether a cross-border movement is straightforward depends on the product classification and both jurisdictions involved. Non-EU countries such as Switzerland and the UK sit outside the EU customs arrangements and need their own planning.

For companies exporting cannabis to Europe from outside the bloc, legality in the country of origin does not transfer to an EU/EEA country. The practical questions are which authorisations the destination country requires, which domestic partner holds them, and what documentation the buyer expects before a first shipment. Our article on what European cannabis importers look for in a new supplier sets out how those buyers evaluate a potential supply relationship.

Retail and e-commerce

Retail listing means meeting a buyer's compliance and commercial criteria. E-commerce brings its own constraints: platform policies, advertising restrictions and payment processing, which regularly stop otherwise viable launches.

  • Payment processing and acquiring bank appetite
  • Advertising and platform policy limits
  • Returns, batch traceability and recall capability
  • Local-language labelling and customer support

Choosing and managing distributors

Diligence the licences, the existing portfolio, the conflicts and the financial position. Then structure the agreement with performance conditions rather than open-ended exclusivity.

Route-to-market design

Work the economics backwards from the shelf price through every intermediary. If there is no margin left at your cost base, the answer is a different channel or a different market — not a bigger sales effort.
